Starwood trouble

We have 67,100 + 88,000 (in 2 separate package) = 155,100 staroptions for 2017.  

To convert these STAROPTIONS to STARPOINTS they charge $130 per package.  So, we have to pay $130 x 2 = 260.00 to convert.  Why do we have to go with 2 package - it is under one contract # (209609).

We need to use STARPOINTS for hotels and airline tickets for Europe trips.

Also, STAROPTIONS is supposed to be 1 to 1 conversion to STARPOINT.  But, the guy on the phone told me it is 2 for 1 conversion.  Please ask her.
